No. As you would've found if you had bothered to search, account upgrades are disabled because we don't have a payment processor right now.

I do have to pose the question though: Do we *really* want to encourage people who don't know how to use a basic search function to start attempting to upload and mess with tags?

Probably not, as someone who doesn't know how this stuff works I don't mess with tags because I would probably mess something up
