I received a formal removal request from this artist for all of her art. Well, actually, here's what happened:
A friend of mine emailed her earlier today asking her for permission to share her art, credit included, on an art blog, and a few minutes later, she tweeted some pretty angry messages before sending a reply, including this:
Not 100% sure on its meaning, but it's not exactly the happiest tweet in the world, so I guess to be on the safe side, removal of her works would be nice, especially since in her profile description she actually does say that her works can't be reuploaded anyways.
I think this matter was discussed many times and IIRC only formal requests written by author to this site owner/admins (not some twits about friends of users or any third parties actions etc.) are valid and will be complied.
Received a strange message on Pixiv. Was told [by someone] that "I've reposted your art to my blog." Seems to be someone from overseas, but even so, doing so without any apology nor writing to ask for permission. Not sure how I should handle this, troubled by it. For the time being, replied back with "please stop doing it", but... what a quandry.

@r0d3n7z: So that's what it says...Yea, the sender's purpose of emailing Midori Neko was to ask for permission to repost artwork on the blog, she hadn't reposted anything yet. The only part of the tweet that matches the message was that the sender was a foreigner.
According to her, this was what the message was supposed to be: "Hello! I run at art blog on Tumblr (link pasted here) where I share fanart made by Pixiv artists with others outside of Japan. I really liked your work, so may I upload it to my blog? All credit will be given and sourced back to you. Thank you for taking the time to read this. Sorry if my Japanese is poor, I mainly speak English."
She asked if someone could translate that into Japanese, and what she received was this: "こんにちは！ 私は、TumblrというSNSサイトでブログを書いておりまして、 pixiv絵師さんが描いたイラストを、外国(日本以外)の人々と共有しています… 私は、あなたの作品をとても気に入っているのですが、私のブログに載せさせていた… 全ての功績はあなたにあります。 このメッセージを読むのに時間を割いていただき、ありがとうございました。 私の日本語が分かりにくいかもしれませんが許して下さい、私は英語を話す、主として"
So she just used that as a template. The message subject was "Permission" (許可) as well. No idea if the body really matches the English message, but yea, it resulted in miscommunication.
I guess this thread can be considered finished then, since the message was not to the admins.
