I've posted here before about pool #1970 in forum #56037 (solo pool, poorly defined, no focus, unrelated posts in there being readded all the time), but now someone created
pool #3396 - Touhou - Goddammit, Tewi!
If we REALLY NEED any such "goddamned" pool (or tag), it shouldn't be limited to a single character. A simple tag such as prank could also take care of most of them. "Trolling the viewer" is highly subjective.
For the Yukari pool, it's mostly just pool #1399.
This has also been mentioned on page 39 of this thread.

I'm against deleting pool #1970 and pool #3396. While I might normally have agreed with having the concept generalized with using a tag like prank, you must also understand that in both these cases both characters are pranksters by nature and so it'll be common to have them depicted committing pranks. Something like these pools serves as a nice way to gather up in one place these images which depict them doing these things, but at the same time it also provides information that the one pulling the prank in the image is the said character, as opposed to a prank occurring in the image with just said character being present or being on the receiving end of someone else's prank.
It of course would be nice if it were possible to do a search like Yakumo_Yukari prank -pool:1970, thus finding images of when they're present or on the receiving end of a prank instead.

just a collection of characters using their powers to troll others and/or using their powers for personal gain.
can also specify in the pool discription that you can search the pool for specific characters.
(pool number + character tag = pranks with that character)

The pool discription states -causing trouble to others with her powers or has you saying the words "God damn it Yukari!"- Theres an or in there, I guess basicly if she's doing something messed up without her powers that makes people say "God damn it" or that "or" wouldn't be there... and has would be changed to "haveing" for grammars sake.
Also I noticed a Goddammit, Tewi! pool. Why? I know shes a prankster but each character gives off there own forms of god damn it right? We gonna have a pool for each of them soon? How about no, either just have a Yukari pool a make a Goddamnit Touhou pool for every one of those moments.

I'm honestly not seeing the problem that you guys have. So what if we have more pools, I don't see a problem with creating more of these, especially in this case. If the pool specialized on a single character pulling pranks, and such images could be guaranteed to exist in a decent amount, then I don't see why such a pool couldn't exist. Given that both of these characters are pretty much canonical pranksters and they're commonly depicted as such, and they belong to the most populace tag, I don't have any doubt that such pools could easily have a large number of posts on their own without needing to generalize them. We can still have and use a general tag, but pools like these can and should coexist with such tags.
Certainly we can't create a pool for every single character, but passing it off as if that is the only path by allowing such pools is foolish. We can have such pools without having to go with either extreme of having none or having them all in this case.
I second NWF Renim here, but then I've never had a problem with extra pools. Yes, it clutters the current UI, but rampant and draconian deletionism isn't any better in my opinion (rather the opposite).
Pools are used where it makes sense to group notable characters and document interesting or notable trends across images. I don't see why that wouldn't apply here. I've said this before, and I'll probably be overruled again, but that's my opinion on the subject.

Kumoi_Ichirin -hood as well, for those images where she's wearing an outfit that doesn't include a hood, or where people just didn't tag the lack of her hat, but it's going to include a few false positives where people forgot to tag her hood. A good way to find which ones are missing it and then add it in, though.
