Artists' campaigns, ballots, and reactions to the roster rounds from which Skullgirls' second backer-voted DLC character will join Eliza.
The primary change in voting procedure is ranking all available characters (changed from selecting a set number for each round). The first round's roster is the same as Poll #1, sans Eliza.
