Look at the jacket and hat. She's a character from Disgaea 4; she became a Prinny, but they ran out of prinny suits so they let her keep her shape and gave her the hat and jacket to label her instead.

In a Doylist sense, they wanted a Prinny main character for plot, but didn't want ISO-standard prinny for battle.

IMO, it was the best idea NIS ever had. She's cute to boot too.

Don't forget that this is Pleinair-chan, not Fuuka. I'm wish Pleinair-chan had that outfit in the game. lol
