It actually is locked. If you look at the hinges between the pieces of the wood, you'll notice that the part of it is turned, which makes it impossible to get off unless you turn it back. Since her hands can't move, she was trapped and couldn't get out even if she wanted to.
Cute little princess. Thought her day wouldn't come. Locked in the pillory, she probably shouted a thousand times in her mind that she doesn't deserve this, no not at all. But of course, whether she deserves it or not is out of question; memories of this day will follow her forever, constantly reminding her of the helplessness and humiliation.
