And anyone can use some water on crocodile. And many other options, but Oda said that Enel would be really a huge a threat if he was on land, because you might get a rubber suit if you want, but you cannot stretch like luffy if you get a huge metal ball attached to you.
Or if there is any openings, you get fried... like you know, he pierces your suit and you are done.
