I think it's saying the next season will be in 2013, but that's just from the 2013 there. I can't read any kanji. Understand some spoken japanese, yes, but I can't read it. Could someone more knowledgeable than I give a quick summary of what this is about, could you kindly?

Looks like some poster that uses Raildex to promote something else, probably tourism related.

It says スポーツ祭東京２０１３, basically something like Tokyo Sports Festival 2013, i.e. not anything close to an official announcement. I think this is some kinda promotion of Tachikawa or the Tokyo underground or something.
