Locking Asuka and Rei into a room with each other for a prolonged amount of time is asking for trouble, as demonstrated in the earlier scene.

Fortunately(?), a third party has stepped in (and may or may not have broken into the apartment to do so) to act as mediator for the two feuding girls by giving them a forced time-out.

Since Asuka was the one who was instigating the trouble, she gets the harsher punishment. Tickling Rei with her fingers and toes nets her taped hands and extra bindings across her toes and feet. Teasing Rei verbally gets her a lil' bit of stuffing underneath her gag. And finally, she gets a hogtie for...well, just for being such a little fireball in general.

Perhaps, if they took a moment to reflect, they could see that they now have a new thing to bond over thanks to this shared binding experience.

What's on the girls minds now, however, is how long their captor plans this "time out" to be.
