I think the gist of it is that Flandre is seeing the equivalent of skeletons walking around.
We would probably freak out if we saw skeletons walking around, something very unnatural. Flandre is used to seeing everything as destructible, so Mokou, Kaguya, and Eirin would being things that can't be destroyed.
Also, I believe Alice says something about Mokou "looking dead, but revived" so there's that.
I think ao's intepretion of Hourai immortals are "Dead but unchanging", like shikaisen.
