Can anybody say whether that's a pre-amp or something connected to the iPod? Not sure why that would be needed.

Probably a pre-amp. My friend, a self-proclaimed audiophile, has a setup very much like this. Says it's necessary to drive enough output to certain high-fidelity headphones (over-the-ear type) that he loves to customise.
