Sakura from Da Capo is already a grown up, she is just very small.
If you look up the second season which takes place quite a few years later, you will notice she has become older. However still looks very young, Other then having a more mature aura around her and slightly less bright hair.

That's actually due primarily to the everlasting cherry tree. In the games, the second one specifically, it actually shows a half shadowed fully grown Sakura; what she looked like when she was away from the tree.
