Not this game nor any other.
Despite having wings, its can't fly due to technicalities like Type combination and Ability.
Moral of the story: Pokémon is f*****g hax.

yellow made a surprising amount of changes. i'd actually listen to the red/blue "purists" if they weren't just freaking out about it being based on the anime or some other nonsense

Not every Flying-type can learn Fly, so that's nothing odd.
