From the text at the bottom it looks like it was a scenario generated from one of those websites where you put in some sort of text, and it randomly generates a scenario.
In this case, if you go to the shindanmaker.com link at the bottom of the image, you can enter the name of a character, and it will spit out a random scenario that says "If people reply 'I'd like to see that', I'll draw a picture of <name> doing <X>."
If people reply "I'd like to see that", I'll draw a picture of the jou trio wearing uniforms from Haruhi Suzumiya and wielding chainsaws.
I'm not sure what the jou trio is, but it seems to refer to these three girls, I may be translating it wrong since I'm not familiar with these characters.
It's a portmanteau of Jouto Trio. The girl on the left and other two boys are the main characters from the Jouto region in the Pokemon universe, thus ジョウトリオ. I kept reading it as Jouto Rio so I was clueless there for a bit!
