Fanartists are exaggerating this a bit much, just like they did May/Hakura. Touko's official art isn't that flat and fanartist gave her pretty nice rack a bunch of times.
edit: If anything Touko's the more believable girl for being older as her dress and hair style are more womanly than the newcomer's.

A bit much? How about a lot. Not that I can complain, I enjoy the exaggerated racks.
Touko and Mei are much closer in comparison than people give credit for though.
