Youkai magicians don't need to sleep or eat. Vampire youkai need blood, but that's just one of the many weaknesses in their unusual large repetoire of banes.
I'd imagine that Rumia doesn't need to eat either. Like Mystia, she talks about attacking and eating humans as if it's something she THINKS she's supposed to do.
Given how low her success rate must be, lacking the need to eat would explain how she's still alive.

Ehh... I'd imagine that she does need to eat. Youkai magicians don't need to because they feed off of energy directly. Vampires gather their energy from the blood. Faries and the like gather it from nature. Someone like Letty is an embodiment of nature so she posses energy internally. Garden variety youkai like Rumia have to have a source of energy from somewhere and it makes sense it would be from consuming and digesting.

Humans live to be eaten by youkai, that's their sole purpose.
