    深水面邂逅

    I'd like to point out in the anime 2nd movie Lugia is underwater a lot.
    That's probably meant to be Suicunes reflection on the water since it's shown in GSC HG/SS that it can run across water.
    Milotic might've surfaced to enjoy the sun for a bit, leave it alone.
