No duplicate? You've posted this picture twice before, and on both occasions it was not approved.
A picture that doesn't survive the moderation queue has been deemed unsuitable for Danbooru, for whatever reason - image quality isn't the only factor.
By "no duplicate" I mean that this isn't already on Danbooru. The deletion reason for the others was "Unapproved in three days," not "not acceptable for Danbooru." But if that's the case then I apologize.
You've uploaded the same picture twice, and both times have been unapproved. Usually when a picture goes through queue and doesn't get approved, it's usually because the mods deem its quality not to be on par with the site's standards. Twice in this case.
As for the third link (one you mentioned above), well that you would have to discuss with that moderator.
