I don't see how or why. They really have nothing in common with each other except in the strictest of senses that could be applied to basically any other two things. This entire thing seems to be a fanmade connection made from a stretch of the imagination that some people are amused enough by that they abruptly declare it to be "likely".

So does Yuuka, based on the "Nobody likes Yuuka" pool.
Two reasons why Flandre works better than Yuuka for this image:
1. The dissociation between reality and Pyroland is more characteristic of Flandre - at least how she's occasionally portrayed in fanon (I can't recall anything about her canon lines that really support the idea) - whereas there isn't even fanon for Yuuka being anything but fully conscious of whatever she is doing. 2. The rainbow motif.

Err... I'm getting the feeling you didn't quite understand meet the pyro there. Pyro is a psychopathic killer. We see what hes doing as blood gore and burns, he sees what hes doing is helping all the people smile with rainbows and bubbles- but in actuality hes killing everyone.

In my headcanon, the Pyro's mind has snapped from the horrors of war, and his conscious mind now paints him a cheerful picture of rainbows and floaty kittens and cherubic little angels that giggle when he blows bubbles on them - all the while his subconscious remains the killing machine it was trained to be.
If we extend that analogy here, Flandre once broke something very important to her, and in her grief and denial she now deludes herself into believing that she's spreading joy and rainbows with every kyuu.

Based on abilities, I guess this could technically be true (Wave g'bye t'yer head, wanker!) People tend to go on the characters' personalities and temperaments than anything. Since Flandre is slightly unhinged and considers EX-level curtain fire as 'playing', she fits Pyro more than Sniper.
