Tenshi as a Planeswalker? Well, the revisionist planeswalkers that Wizards of the Coast have made are nowhere near as powerful than they were in the past (from godlike beings to slightly more powerful wizards, hell not even as powerful as battlemages).
Still doesn't fit though. Planeswalkers still can, you know...Planeswalk. Tenshi can't do anything of the sort.
And you are HIGHLY underestimating the new planeswalkers. They are still incredibly powerful; they're certainly more than just "slightly more powerful wizards."
@Zaku Zelo I underestimate them because they are nowhere near what they used to be. They cannot hold a candle to the likes of Urza, Bo Levar, Commodore Guff (who could have been the most powerful planeswalker of all time, had he used his certain powers), Teferi, Serra, Taysir, Freyalise etc. Hell, even Squee could probably defeat them (he is truly immortal).

Then you've totally missed the point. They aren't godlike, but they're still ridiculously strong and are still multiverse-shaping powers. Everyone you listed is either dead, depowered, or written out of the plot.

Most of the old guard Planeswalkers were written out because of how hard it is to give them credible threats without just bouncing them off each other. The new Planeswalkers are, as near as I can tell, basically normal wizards who happen to be able to enter and survive the Blind Eternities under their own power. They probably kept Nicol Bolas so they could use him as a recurring villain that enemies could team up against, since Yawgmoth was dead.
Personally, I liked Jodah the Archmage Eternal of the Academy of the Unseen better than most of the Planeswalkers, old and new, but I'm not sure we'll be seeing much more of him without Urza, Jaya Ballard, or Freylaise around.

Actually I think she is about fair. Like Flamecaller Chandra, her power mainly lies in the -X. Tenshi is one mana cheaper but she doesn't catch fliers, and hitting players can be a downside if you are playing control. She doesn't kill the opponent ridiculously fast like Flamecaller; indeed her +1 looks like DOM Teferi's +1 minus a full card. The -1 is probably better than the usual punisher effects because it's card advantage either way, but if the opponent has a creature you want to remove, you will probably draw two cards instead and have a 5 mana Divination. Overall, I'd say the power level mainly depends on how good the -X is for X=4 and X=3.
