I think this might qualify for the "The pokedex says" Pool since It does state that garchomp camp fly like a fighter jet when enough speed is reached. I dont know if he actually learns the move fly but yeah the pokedex says he can.

Devaren and Neo X were referring to Garchomp, who can't learn Fly but is definitely said and shown to be capable of flight in the games and anime.
