Yes, and the Japanese adverb here is bakari, which means 'only'. The sentence as a whole needs some polish, and I suspect it's an interrupted sentence that should be rewritten when the next comic reveals the other half, but the sentiment is correct.

I think Ooku doesn't want to be the burden on the team by making Tenshi do all the work. She wants to also share in the task at hand. What level that sharing needs to be in in her head (and Satori knows what that level is).
Although since this fight DOESN'T have Reimu in it the chances of that isn't as good...

Heavenly Sky has no strategy and no technique; they don't even have a metagame. What they do have, though, is the ability to get smacked around a lot and just stand back up and start ther same thing all over again, and a good dose of teamwork. Their opponent has to keep trying new things while holding up defense (Suika, less so; Sakuya, literally) or the fight won't go anywhere. Plot-wise, it also helps that they're the lethal joke characters; also, plotwise, Tenshi's armor isn't infallable: she was the first one to fall down in that slap-fight with Byakuren.
That almost goes nowhere. What I mean to say is that they're built for the straightforward approach.

Okuu's transformation is more an innate ability than a special ability (which Suika's mist is)
Tenshi has toughness alright, but her offense is very so-so in contrast to that.
Problem is they're up against Suika who easily has enough offense AND defense to handle them and Sakuya's defense can easily double as an offense.
Getting Suika to use her special ability is probably a good way to fight her. The ring's been upgraded precisely because of what happened last time in the oni vs oni fight... giant or mist form, she'll probably be exposed to huge amounts of drain for doing it.
- Tenshi tries to defeat her opponents at their own field of advantage -- and succeeded, in Byakuren's case, and attempted that against Sakuya -- either this is naiveness on her part, or arrogance (not that canon Tenshi isn't a spoiled celestial either) that isn't made for increasing her chances of winning - her armor hax allows her to make most attacks done on her ultimately useless (because if she wins the matches he plays, she'll be fully restored for the next fight and their next opponents will have to go do the whole work to get her to a more defeatable state (in case they ever get to this stage); she's already showing signs of recovery in this very match) - how she and Okuu are seemingly made to advance through the tournament due to being faces and being avatars of "fairness" (which encourages degradation of strategical/tactical depth). The idea of "fairness" winning over proper strategical/tactical play is unacceptable to me (and further encourages/perpetuates such behavior on fans of "fairness"), but... wrestling.
Incoming Falling Star of Darkness!! This time it might work without Tenshi's help since Okuu might try to turn into a bird just before the impact or combine it with her God techniques. I sure hope it works though. Go, Okuu!!!

This match hasn't really been face/heel, it's underdog/overdog. Besides Heavenly Sky hasn't displayed the genre savvy to set themselves up as the good guys, or portray their opponents as evil and turn the audience. Their big script move was actually a heel one... bursting into the tournament and eliminating competitors outside of a match so they could compete.
If it was face/heel, Heavenly Sky would win, because it would be playing up the Momotaro angle... the peach girl and her bird ally fighting the evil oni. Complete with strips of Mysty cheering them and booing Suika... because Mysty's been a sucker for the face/heel thing from the start when Kaguya started playing her.

I don't really think Suika has enough plus offensive power, I'll only be convinced if she manages to defeat Tenshi (very few people currently in the tournament seem to be able to bring Tenshi to such a nearly-defeatable state, which may even be for naught if Tenshi has fully recovered after taking so much damage). Byakuren had comparable power and superior speed, yet she was defeated (2v1'd, DPS'd, and her damage wasn't enough to be a threat).

The underground's appearance and Okuu's stunt might have been heelish but I think Okuu quickly redeemed herself, especially when Yukari basically double crossed her (she put Okuu up to it and then punished her)
As for Tenshi, her initial plans of merely using it to get in the fight has given way to an unlikely friendship with Okuu and an alliance of sorts with the underground.
This is also a fight of those working for the establishment and those fighting against it as it's clear that Sakuya and Suika have Yukari's support and Okuu and Tenshi are pretty disfavored by her.
As for her match against Byakuren, the latter didn't go all out; if not for her time limit she'd be a harder fight.
