Some things I noticed: 水色はゆとり - ゆとり means slack, ease, so I'd make that "The blue one is relaxed" or something to that effect. ごっこ means make-believe game, eg お店ごっこ = playing shop, 戦争ごっこ = playing war, etc., so Konata's line should be "Hehehe, we're playing Nicovideo..." つーか is a corruption of というか ("or should I say", "more like" etc.); in this case, you could use something like "A nicovideo... Wait a minute, why am I[...]". Konata's さあ is not "well", but "Who knows?" キレられましても is not "getting cut", but キレる (to snap, to get angry - a slang term), with a honorific passive,so Minoru's line means "Even if you get angry with me..." or "Even if you take it out on me..." or something to that effect.
Basically, ゆとり教育 = an education reform movement that aimed to relieve students from the stress and tight constraints of the rote learning and cramming system (hence, ゆとり). ゆとり世代 = the generation that was educated using the ゆとり教育 system. Since there seems to have been a slump in the academic performance of Japanese students, which is said to have been caused by ゆとり教育, the people on 2channel made the connection ゆとり世代 = bad education -> stupid and started using ゆとり derogatorily.
