You know, the avatar universe and the naruto universe actually kind of fit well together. You just have to assume that at some point in the avatar universe they realize what the avatar/lion turtle knows; that there isn't truly a divide between the elements. Naruto also has modern technology at best, and at least centuries of mythos that pan out, so it would have to be some sort of post apoc timeline to justify the relative stagnation on that front.
