I'm only partially sure that this is Shen; his hair color in Blood Moon skin is never shown but the armor color and the rest of the outfit's colors match this skin...except for the mask.

Since this is related to League of Legends I think it's safe to say this is Shen. No one else wears a Hanya mask.
