I don't remember Kaguya having anything close to time manipulation. If anything, Dialga can't control or destroy a being that's literally endless, so it would prolly submit to Kaguya.

Technically Kaguya is supposedly "stuck" in eternity. The moment in time she first took the medicine. So you could say her time is "frozen" so if anything, somehting like Dialgo might be able to do something to her. That depends on how specific the medicine was.
