Tricky character request... I'm a bit rusty on Samurai Showdown, but this is probably Suija (Samurai Showdown V) or the Burst form of Sogetsu Kazama (Samurai Showdown IV). Originaly it was a special form of a character during a special move, but then he became it's own character. Since he doesn't have a sword it's more likely it's Suija.
But then again, I don't really know how to use character tags...

I think the tattoos and lack of shoes mark him as Suija Sogetsu instead of Suija.
