Haven't a clue what the gif is from, but I can confirm it isn't Date A Live. Or not the first episode at least.

I went and watched Karnavel thinking maybe it would be that. I was wrong.

I have look through 9 new animes and none of them match up to this. It could be an old anime.

I doubt it, someone would have recognized it by now. It's probably from a preview or something.

why do I have a feeling this is from one of the wild arms games

I thought I could ID her, but it turns out I was very faintly mixing her up with a quick scene from GaoGaiGar. It's certainly not a new Wild Arms. My money is this and the other one are from some MMO's intro. Those can get pretty amazing sometimes. I'm reminded of when the Tartaros intro made people think it was a new Tales game.
