    "Queen of Blades" is Serah Kerrigan's title within the Starcraft universe. So since that is the title of this piece of art, then it stands to reason that this is in fact an image based on Starcraft. And it is more specifically an image of what Serah herself looked like in one of the opening scenes of Starcraft II.
