It's not too far off from how we tend to use expressions like 'isn't it?' or 'don't you think' in that respect, right? Use of a negative as a means of implying a positive?

Not for colds, but for cases when you strain vocal cords too much. Works immediately and you're good as new for a few hours afterwards. But it's no joke, voice can be damaged forever if strained too much, so a couple days of silence is still a must.
