Because, while Terminator armor grant heavy protection and heavy weaponry, it also make the wearer super slow. Sure you can teleport but it also mean you're going through the Warp.
I still wonder why hero marines dont wear that thing and stick to their standard armor whilst carrying unique weapons.
Well, when it comes to heroes, then for example Crowe has the artificier armor, which looks like standard GK power armor, but gives him a 2+ save anyway.

A lot actually wear termie armor but at the end of the day, if you are character then you have a purpose on the battlefield beyond just brawling. That is actually why company champions and command squads are a thing. To keep the enemies off the captain/chapter master's back so he can bark orders and direct the battle.

IIRC Papa Smurf wears some kind of unique artifact termie armor, right? Or was that before Primaris was a thing?
