What's the policy about translation? That an uncomplete and half-baked one is better than no translation at all?

No translation is better than bad translation, not incomplete ones I believe. It won't make any more sense to remove what's already there anyway.

This is practically an untranslated piece which the booru is filled with, nothing special.
