If it were up to me, I'd say that tag refers more to Homura's actual "ultimate" form, i.e. with the wings and such, not when she's merely wearing the earring, but I'll let Danbooru decide whether the tag should stay or go.

It refers to whether or not there is a reference to the 3rd Madoka movie. Whether that is earrings, hairstyle, context of the conversation, etc.

For example, you wouldn't tag pre-law-of-cycle Moemura, but you would tag Rebellion Moemura it if it referenced the events that happened in the movie...
