    this got a little bit inaccurate since the forbidden scrollery canon kicked in

    Not only we are revealed that there is a death penalty for some crimes, like a human from the village that turns into a yokai voluntary, but we see reimu exterminating a new born youkai who didint do anything bad (and actually begged for his life, claiming that he only wanted to study magic and mean no harm), but went against the rules of gensokyo. I feel that if this incident ocurred in the canon right now, aya would have been at the very best sealed, and worst case would have aya killed.

    not necessarily, if we look back to the games, most of the incidents would have had serious consequences

    In EoSD, PCB and IN the incidents would have make really hard for the human villageto grow crops, because it would be too cold or there wouldn't be enough sunlight, which would have lead to the dead of most humans if not all.
    In MoF the Moriya Shrine wanted Reimu to close the shrine, which for all we know could have lead to the Great Hakurei Barrier to be weaken and that could have lead to lot of other problems.
    In SA we all know what would happen if nuclear energy gets out of control.
    In UFO the Myouren Temple open a hole in the barrier to go to makai and that could have break entire barrier and in ULiL happen something similar.
    And from TD ahead i can't remember what happens exactly so i won't say anything.
    But none of the people directly related with the incidents were killed or sealed.

    Legacy of Lunatic Kingdom had the Lunarians attempt to exterminate all life in Gensokyo to make it pure enough to colonize.

    FS isn't canon, most of the sideworks aren't.

    Also the rest of you are taking things out of context, all of the incidents wouldn't have destroyed anything. Most the incident provokers admit that they would've quit out of boredom even if no one stopped them, since the incident was only done to entertain themselves or get help with a problem.

    For instance, in LoLK the plan to colonize gensokyo was doomed to fail at the start by design. The whole "plan" was to just get the attention of the gensokyoians and lure them up to the moon to deal with their problem. No one was in any danger unless you count the lunarians being "annoyed to death" by clownpiece.

    The situation is completely different in Forbidden Scrollery. It seems to me that being so harsh on humans who become youkai voluntarily is meant to discourage people from doing that in order to maintain humans' fear of youkai. If humans becoming youkai became too common an occurrence, then other humans would have less reason to be afraid of them and at present it's believed that youkai can't exist if humans aren't afraid of them.

    Not to mention the extinction of humanity.

    Besides, taking the words of a person who made such a convoluted plan, took out his own life, manipulated a small girl and caused quite the hassle at face value would be kinda naïve.
