If Wikipedia's article on dakuten is to be believed, perhaps the pronunciation of も゛has something to do with: "In informal writing it is occasionally used on vowels to indicate a shocked or strangled articulation." も is not a vowel per se, but at least it would make sense.

Yeah, that's what I was going for when I said "prematurely stopped consonant", by which I did not actually mean consonant (yay for my brain temporarily shutting off!) but rather meant syllable >_>

Because the artist wanted you to focus on Mokou and not in Flan probably :D

And the も　sounds to me more like she was about to say "Mokou" before getting shocked. ショック！
