My guess? I think it's because Genyuu has a bigger rack than her, and since Seren has eternal age (I think) She's also cursed into that body of her's so she won't ever get bigger breasts no matter what. But that's my guess.

Not so much cursed as intentionally keeping em small. It's explained in one of the earlier strips, that it's essentially the same as Elza's perversion: a way to 'stay human' despite living forever.
