This may be a reference to the infamous Gaki no Tsukai Downtown's New Years "Tag" game of early 2000s. Where men in full-body suits with punishments written on them chased down and mercilessly tortured the four talents of the show while being lead by the fifth.

In fact I'm damn sure that's exactly what it is and am sad that I'm the only one to point it out so far.
