As an asian, i can relate to the pain, suffering and despair of seeing uncooked rice soaking in water when you are supposed to see hot, cooked and fluffy rice.
Not the same. Cold bread is still bread, just toast it again Rice already soaked like this doesn't taste as good
Actually, I've been told that letting rice sit for a while lets the rice be stickier. Then again, we use short-grain sweet white rice, which might be difference from JP rice.

Stickier doesn't mean better. It's harder to cook the rice after it's soaked like this. But this is still way better instead of when the rice cooker stopped due to blackout or something in the middle of cooking. The result is a partially cooked rice that you'll never manage to fully cook anymore. Might as well make a congee.
i had this happen sometimes lol. but letting rice sit in water for a while and putting the right amount of water makes them well done cooked, not too sticky or too hard on diff part. but of course you need to stir it well after it just done cooked

5 years late but, As a South East Asian with blackout problems, one trick I've learned from my College Seniors is that, whenever there's black out and you're in the middle of cooking rice in a rice cooker, and provided that the power will return within hours, you just need to add 1 cup of water to the rice (or two, depending on how much of the original water got evaporated) and add salt to the lid of the rice cooker, then cook... it's not much, but the result will still be edible, tho more porridge (since more water) than fluffy
