Yuugi, Yuyuko and Yukari canonically have large breasts as stated by ZUN himself. The only thing he mentioned was for Alphes not to exaggerate the breasts size for the fighting games.

I never really reached the endings to any of the games, so I haven't see thier ture bust sizes. I commend Zun for not making sterotypical, cliche fanservice anime tropes in Touhou. The characters in cannon, seem so much more realistic. I really could not tell who has a large bust, and who dosen't in the series, but it really dosen't matter, becasue the characaters really sell themselves.

More like ZUN just can't draw breasts anyway. ZUN knows Alphes and Aki Eda could though. The 3 Y's(funny how that is) are supposed to be big knockers.

I've beaten PCB with all the characters, and I don't remember seeing anything fanservicey. The only thing I could imagine that was meant is this, and that doesn't look very "fanservicey" in my opinion.
