I'm not actually sure if I should tag Kaga, since she appears as a snake with a Kaga wig. Why is she a snake?!
The word Kaga does have a vaguely reptilian 'feel' to it for me, but it seems improbable that would be the case in Japanese too and even if it was that seems really thin. I suspect we might be missing out on a patented 'obscure Japanese visual pun' here.
All I know about Kaga is that she was named after a province, and I can't find any reference linking it to snakes, and since the japanese word for snake is 蛇(Hebi), it might be an inside joke after all.
