This is probably the Shili they mean, because it's in Magong. I think that better translation would be "has been driven ashore on the shallows of Shili, Mekong Harbour", because of the verb used here ("擱坐"), and the fact that Shili is a sandy beach.

Actually, you are not paying attention to whether it's in passive or not. The verb end here is した not された. But the note was indeed a little off so I edited it.

I'm pretty amazed how you could type the word 擱坐 in since it's kind of a typo. Both 擱坐 and 擱座 are read kakuza but the word is for later one.
