A personification of the pokemon "kaiouga", or something along those lines, I know nothing about pokemon. Apparently the name is Maaru.

Kyogre is one of the legendary pokemon in the third generation games. A whale sort of creature who is some kind of progenitor of all aquatic animals.

Possibly. It's a term I picked up from the Digimon fandom, although I discovered today that it is used on the "moe anthropomorphicitiacion" page on wikipedia also.

擬人化 means personification.
