wow this series is kinda messed up we have a Kongou that seems to have snapped and is talking to a cardboard cutout of a admiral and reacting like it's speaking and acting as well and apparently have gotten several other girls to go along with it.
it really needs more translations because i wanna see if this Kongou is crazy or is this a coping thing she's doing.
Wouldn't be surprised to see that this is the best performing fleet or the only fleet that has any degree of effectiveness in this version of the Kancolle world because the girls can project their ideal Admiral onto the cutout instead of having to deal with human quirks.

I think this is a fleet where the navy assigns ships to go and die or at least get rid of them.

I'm betting on PTSD induce insanity myself, for most of them really. I would suspect in this setting the girls actually are somehow created not recruited so you can't really section 8 them if they go nuts, or they're just too valuable to do so. So you take the ones that have gone a bit nutty under the stress and are misbehaving, but not actually crazy and stick them together and just use them until expended as best you can.
It's basically a slightly a cuter version of a penal legion...
