Yes, in the game, light cruisers can be equipped with recon planes. The Tenryuu-class in particular however have zero plane count.

historically the Tenryuu class never carried any planes.

Actually she used "zero" as in the number while Zero the plane is supposed to be "Rei-shiki", literally translated to Zero-type. And there are many Zeros at that too, not just the fighters.
