Athough they are nearly the same phonetic sounds in different order, their kanji are different.
Shouhou: 祥鳳 Houshou: 鳳翔
Note that the "Shou"/"Phoenix" character is the same, but the "Hou" characters are different. (This is why Kanji still exists - there are too many words in Japanese that are homophones distinguished by kanji or slight differences in pronunciation.)
So far as this goes, I presume it's just that Shouhou was thrown in with this take on the character, and Houshou is the "adult in the room" who would be the guardian of morality stopping her.
