Rifle is an M4A1 SOPMOD Block II-ish: Daniel Defense RIS II 12" rail (the one pictured on DD's website is later production, with fewer holes on the bottom front) EOTech 5x1, again most likely the NVD-compatible 551. I'm not sure if EOTech's ever made 551s in tan. Insight AN/PEQ-15 ATPIAL laser/light/illuminator unit. AAC suppressor, M4-2000 or similar. TangoDown non-quick detach vertical foregrip, perhaps this one, with a slot for Insight tape switches. Magpul PMAG (pre-M3) magazine with Ranger Plate baseplate.
Don't know the plate carrier, but among the stuff on it are some handgun or another in a Blackhawk! SERPA holster, 3 more PMAGs, and a Rheinmetall MK13 MOD 0 stun grenade. The lot number on the stun grenade matches that of the best-known individual MK13, left behind during the NSWDG raid into Somalia last year.
Nope - it looks long on a 14.5" barrel because it extends well past the gas block, unlike your stereotypical M4 rail system (KAC M4) which is limited to about 7" from the receiver by the front sight block.
Edit: Previous explanation was partially wrong, apologies; the actual reason ~2.5" of the 14.5" barrel isn't left exposed by the 12" RIS II is because 1. the RIS II actually measures 12.25", and 2. about 0.5" at the end of the barrel is threaded and covered up by the muzzle device.
