That's not just fanon. Most of the Kancolle girls have their personalities more set in stone than Touhou does.
Some sample Tatsuta lines:

I get that. I'm a level 130 Admiral myself. I'm just saying admist the exagerated potrayals of the characters(I'm looking at you Ooi and Yamashiro), it's nice to see something different.
Pathcouli in Touhou canon is a quiet character that just wants to study her magic. karaagetarou's Patchouli and even the entire SDM is a far cry from canon. But that doesn't mean I have to be a "canon fag" and dismiss out of characer stuff either.
Fanon exaggerates things for comedy even if it is slightly rooted in canon. I'm not saying I can't appreciate a good joke either though. But some characters get the treatment better than others. Marisa fanon is actually not that far from canon Marisa, while other characters like Ran and Alice have been completely warped by fanon. Ran just said 1 measely line of "I care for Chen" and fandom goes "hurp derp, she's a pedophile!".
I enjoy out of character stuff as much as canon stuff is what i'm saying. Just some of the exaggerations and memes get a bit tiresome.
I still find the Kongou is addicted to black tea joke funny as it hasn't hit levels of "Sakuya pad joke" yet. At least for me.
Basically, this is an interesting take on a Tatsuta that is somewhat "broken" and I find it interesting that she's probably gonna use Tenryuu is a crutch for this story.

Not even close at all. Most of the girls in this comic are a far cry from their canon personalities really. Inazuma is about the same though. She's a bit energetic in her voice. And her MVP quote actually makes me do a double take cause it seems her and Ashigara could be great friends.

Given that the "personality" of the majority of them can only be guessed at from a handful of actually useful lines that can often be still be interpreted different ways... not really because their behavior is largely made up anyway. For instance there wasn't really a single thing in Akagi's original lines that made her out to be some crazed glutton. It's really a matter of who first makes a version or meme others start widely emulating more then anything.
Shouhou doesn't seem too popular, in fact this is the only real fanwork I can immediately think of where she has a extended speaking appearances, so there isn't really an established 'fanon' personality for her to go on that I know off. My own impression of what little 'canon' we can glean from her line is that's fairly energetic, or maybe more like possessing of an inferiority complex (being the first carrier sunk having accomplished little is liable to that, although Kaga certainly didn't let her utter lack of results damage her ego...)
With that in mind I myself can see her overdoing things in an attempt to prove herself regardless of the situation and kind of ending up looking like a dumbass. We also can't really ignore the fact she apparently has no problem running around shirtless going by her art which is another indication for me anyway might not exactly be reserved in manner or action. So I'd personally be willing to class this version as "mildly exaggerated".

Actually, there's a fair amount that one can infer from how even the "not useful" lines are said about her personality. If nothing else, you can know what she's not.
Like Tk3997 said, she seems eager to prove herself, with multiple lines being over-eager, but she also has several lines of self-doubt. (Some including lines where she sounds nervous, then corrects herself by trying to sound confident and ready to the admiral, so she doesn't lose face.) In her air attack line, she's overtly worried about her aircraft getting lost if she is too far away from her planes.
In general, I'd say that canon!Shouhou is the high-strung and self-conscious sort. Sort of like Abukuma, but with a more "I'm in the military, I should act like it" bent than Abukuma's "typical high school girl" shtick.
Also, she does have a top besides the sarashi, she just takes off half of it in the official CG while pulling back the bowstring, sort of looking like the traditional (male!) samurai image of someone wearing half their shirt off.

Sure, if they appear in them, but many of the less (paradon the pun) flagship girls don't get anymore screen time in official works then they do in fanon. I suppose we can also ignore for now that from what I can tell even in the official works the 'canon' seems fairly elastic and details can vary. There's also the issue of the Catch 22 question of if a girl acts like she does in an official work because that was always the plan, or because fanon had already decided upon it based on speculation and the writer doesn't want to rock the boat?

Well, their appearance, especially in something as artificial as official CG poses, really DOES tell you a lot about what their personality is supposed to be. (Or at least, if the artist has any talent at all, it should, because that is the specific purpose of the official CG.)
I mean, think of it this way: If two guys are in a CG, both in a uniform, but one guy has a crisply ironed uniform with no creases whatsoever and neatly placed and meticulously gelled hair such that absolutely nothing is out of place, and he is standing ramrod straight and at attention, while the other guy is wearing a baggy uniform half on wrong, and has a five o'clock shadow, and sort of slouches and gives a half-mocking salute with a goofy grin on his face... doesn't that tell you something about the characters, there?
I think you may just be dismissing out of hand more information on a character than you should as being generic. If there are "minor" differences between characters, then those differences do tell us something about the character, and it's not just pure fanon bloviating that expounds upon those differences. Besides which, there are many things in canon lines that hint at character history (as a part of the ship's real-life history) that can be expanded upon, as well. (In this case, that Shouhou reacts to coral, as an extension of the Coral Sea where she was sunk, with fear and regret over how she couldn't prove herself like other shipgirls, while other shipgirls tend to refer to their sinking with a hint of pride at how they went down in a blaze of glory.)

That specific idle quote was added into the game a month or so ago, at least a year after the fandom ran with it.
