Also, read the guidelines for the pool.

When in doubt, observe the first row of images on the first page. Also, do not automatically add any pic of Flandre Scarlet that looks cute to this pool. Same goes for any picture that merely has cat ears and/or chibi. Expect the pool to be occasionally culled of images that do not fit the criteria.

Ah, thank you. I'm not the one uploading them to the pool, just felt like I was going a little crazy. "Hey, that one picture keeps reappearing, I thought I saw it two days ago, 3 pages ago!"

Not seeing how this doesn't fit the criteria, beyond the character depicted. The animation makes it cuter.

The pool is a major cesspit, not without huge effort of the 'first row' that's got a grand total of two out of six of pictures that actually could be 'really outstandingly cute.' Noai Nioshi is not close to being that tier, but I am not going to fight over a junk pool's content and what's in it.
