Everyone's speaking in the Touhoku dialect (the most 'hick' of hick accents, infamous for being the least comprehensible to the average Japanese, to the point of needing subtitles every single time someone speaks in the dialect on TV). The Tsugaru variant, to be precise. The general gist is Suwako scolding Cirno for freezing a frog, and Cirno's childish attempts at lieing and denying it, roping in her friends along the way.

And yes, they all sound like the Japanese equivalent of hillbillies. Or Noukarin.
