I think that's just the artists style. If you look through post with his tag he has a lot of images like this. Plus no one that I was able to find even makes Dennou Coil mouse pads. Remember that the series is fairly new, it only finished airing in Japan 7 months ago and hasn't been licensed in the US yet.
I still wish I could get it as a mousepad though. T_T

I think you're right. The picture is a little too crisp around the edges; no fraying or loose threads or curling. If it is art, though, it's damned realistic looking.
The artist has some ~670 pictures like this. I've uploaded a few but definitely not the whole websites worth. Many have different aspect ratios as well, though the same style.
